No, ProjectNotify and the ProjectMatrix Data Warehouse are both free utilities that are required to access manufacturer symbols and catalog data.

However, you must have at least one license of ProjectSymbols for CET, ProjectSymbols for AutoCAD,  and/or a license of ProjectSpec.
